It’s pretty easy:
- Launch Terminal
- Enter the following command
sudo nvram SystemAudioVolumeDB=”%d0″
sudo nvram SystemAudioVolume=”%100″
Exit/quit from Terminal and reboot, if all went well the chime should sound on startup!
